Fatima Bustos-Choy

Fatima Bustos-Choy, an Affiliate Consultant with Richard Chang Associates, Inc. (RCA), is an Organization Development and Performance specialist, who analyzes and focuses on the positive and proactive elements in organization change and transformation. Her efforts are typically geared toward improving business performance through the use of an organizational development model that facilitates the involvement of team members and strengthens their ownership of the organization’s desired results.

Prior to her affiliation with RCA, Fatima’s corporate experience included over 15 years in Training, Organization Development, Human Resources Management, and five years in line management for Fortune 500 companies such as Citibank, Hughes Aircraft, and California Federal Bank. At Citibank California, she led the statewide Training and Development department as Director of Training, responsible for designing, developing, and delivering operational, management, service, communications, and sales training programs. Fatima worked with senior management in the design and implementation of major business initiatives, which included changes in management structures, job descriptions, goal-setting processes, and compensation policies. A noteworthy accomplishment and contribution at Citibank was the transitioning of a traditional training unit into an effective, high-performing, self-managed work team. The transition, which spanned over a three-year period, resulted in the implementation of an efficient and cost-effective staff utilization procedure and a participative performance measurement and feedback process, as well as the delivery of performance-based consulting services within the organization.

Before joining Citibank California, Fatima was Program Manager for Hughes Aircraft/Space and Communications Groups’ Executive and Management Development Programs. As Program Manager, Fatima managed a group of external consultants responsible for the delivery of a management development series for over 1500 managers. In addition, she conducted career development programs for all employee levels and served as liaison between Division Training coordinators and Senior Management. Fatima designed and delivered Train-the-Trainer workshops for Division Training Coordinators to enhance their training skills. A major accomplishment at Hughes was Fatima’s assessment and subsequent redesign of a management program to a competency-based curriculum, which resulted in substantial cost savings for the organization.

Fatima is highly effective at leading group interventions, developing and implementing organizational mission, vision, values, and teamwork. Having grown through the ranks, she has a keen sense of business and customer needs balanced with a sensitivity for individual needs and motivation. Her depth and breadth of experience in Training, Organization Development, Human Resource Management, and front-line work serve as solid foundation for her ability in assessing and addressing business needs.

Fatima’s academic background includes a B.A. from the College of the Holy Spirit (Manila, Philippines), an M.A. in Organization Management from the University of Phoenix, and certificates in Human Resource Management and Instructional Design from the University of California, Los Angeles (UCLA) Extension and from San Diego State University, respectively. Fatima has presented a variety of topics at national training conferences, including Thriving in a Self-Managed Work Team at Citibank. She is a faculty member at the University of Phoenix and is an active member of the Organization Development Network and American Society for Training and Development. She serves as an Advisory Board Member with various Asian-Pacific community groups.
